  • Stating the obvious  - there is little infrastructure and there are few caregivers

The Dead and The Injured
  • As of October 31, 2006 estimates of Iraqi deaths in this war range from 98,000 to over 600,000
  • I could find no reliable count of injured Iraqi people but several sources report injury: death ratios from 1:1 to 5:1
  • Types of injuries range from minor to devastating.
  • Loss of limbs, loss of eyes and head injuries are all as common among civilians as among soldiers

Katrina in New Orleans
  • Government response was chaotic and late
  • Military, National Guard, police and FEMA did not communicate and stayed a very short time. Both FEMA and the Guard and military cited lack of available personnel.
  • Civilian volunteers arrived first-on-scene and many are still there

  • Since the last APHA meeting Reserve and National Guard troops are covered by Tricare.
  • This program is automatic for the fee-for-service and requires enrollment for any of the upgraded or HMO options
  • Tricare does NOT cover many items including foot care and long-term rehab including rehab for Traumatic brain Inury(TBI) The VA is expanding a few acute centers for TBI because this is seen as a critical need.
