9	Katrina in New Orleans Government response was chaotic and late Military, National Guard, police and FEMA did not communicate and stayed a very short time. Both FEMA and the Guard and military cited lack of available personnel. Civilian volunteers arrived first-on-scene and many are still there

20	Tricare Benefits Since the last APHA meeting Reserve and National Guard troops are covered by Tricare. This program is automatic for the fee-for-service and requires enrollment for any of the upgraded or HMO options Tricare does NOT cover many items including foot care and long-term rehab including rehab for Traumatic brain Inury(TBI) The VA is expanding a few acute centers for TBI because this is seen as a critical need.
